The voices of parent's are critical to the success of the children's mental health system in Pennsylvania. Children's Service Center encourages ALL parents to be aware of system issues that affect services to their children and to speak out about these issues, especially as the Wyoming Valley prepares to move further into a managed care service system.

In order to enhance your ability to do that, this page provides links to information from the state of Pennsylvania that affects how services will be provided at Children's Service Center, as well as links to other national groups who focus on serving children and their families. In addition, links to the Pennsylvania General Assembly, specifically elected representatives of the Pennsylvania House and Senate who represent Luzerne and Wyoming Counties, are listed.

National Children's Organizations

Families USA Managed Care Central

Provides a wide range of information and publications on managed care in the behavioral health system.

Bazelon Center for Mental Health Law

Providing advocacy resources for children with disabilities, including information about health, mental health, child welfare, and managed care.

Annie E. Casey Foundation

The foundation works to foster public policies, human service reforms, and community supports to meet needs of children and their families.

Pennsylvania Human Services

Department of Public Welfare (DPW)

Governs all human services provided by the state, including the development of regulations for mental health providers who offer Medical Assistance services to children and their families. Regulatory bulletins for all Department services can be found within the DPW site.

Office of Mental Health & Substance Abuse Services (OMHSAS)

The Office functions within the Department of Public Welfare, and is responsible for policy, advocacy, and behavioral health managed care services within Pennsylvania. Links within the site lead the reader to information about HealthChoices (the Pennsylvania Medical Assistance managed care program), the CASSP Program (Child & Adolescent Social Service Programs) which provides guidelines for service delivery, and the county mental health system.

Office of Medical Assistance Programs (OMAP)

The Office of Medical Assistance Programs, also a part of the Department of Public Welfare, oversees a large portion of mental health services to children and families in Pennsylvania. Included in their web site is all the information published by the state relating to the HealthChoices programs, including documents about the planned expansion of the program into the Wyoming Valley.

Luzerne-Wyoming County MH/MR Program

The country mental health/mental retardation (MH/MR) program that oversees the delivery of service by providers in the Wyoming Valley.
